Central District Council forms the major part of the Eastern Region and is the largest district in Botswana covering an area of 146 531km², which is roughly one third of Botswana. The district shares borders with the republic of South Africa in the south and east, and with Zimbabwe in the northeast. Internally it shares the borders with North East District to the east, the Chobe District and the Ngamiland District to the north, and the west and Southwest with the Ngamiland, Ghanzi, Kweneng and Kgatleng Districts.
OPERATIONAL ARRANGEMENTS
Given the vast geography and distances between the villages
and settlements to be covered the district council had developed a strategic
plan or arrangement in order to efficiently deliver on its mandate. In this
endeavour it has come up with the CDC Decentralization Policy. Through the
Policies the Central District Council has delegated most of its operational
functions to the six Sub Councils being Tutume, Mahalapye, Bobirwa, Boteti,
Serowe, Palapye and Tonota.
HEADQUATERS OPERATIONAL ARRANGEMENTS
The Central District Council has four main/centre committees
through which the delivery of goods and services is realized. These are:
1. Finance, Works and Performance Monitoring Committee
2. Education and Health Services Committee
3. Self Help Housing Agency and Physical Planning Committee
4. Audit Committee
5. Community Development and Social Services Community
6. Tender Evaluation Committee
7. Tender Adjudication Committee
8. Liquor Control licensing Committee
As the committee names suggests, each committee is responsible for the functions
as denoted by the names. These Committees convene at the Headquarters, (Serowe)
and membership is composed of three members from each of the seven Sub Districts.
Issues concerning policy is not part of the Committees mandate but has to
be brought or recommended to Council (attended by all 174 Councilors) for
final determination. The Committees report to Council on quarterly basis.
SUB COUNCIL OPERATIONAL ARRANGEMENTS
The Committee systems replicate itself at the Sub Council,
and these are Sub committees that perform delegated functions by the Main/Centre
Committees. These are as follows:
1. Sub Finance, Works and Performance Monitoring Committee
2. Sub Education and Health Services Committee
3. Self Help Housing Agency and Physical Planning Committee
4. Audit Committee
5. Community Development and Social Services Committee
6. Tender Evaluation Committee
7. Tender Adjudication Committee
8. Liquor Control licensing Committee
These Committees respectively report to the Centre/Main Committees on a monthly
basis on issues dealt with under delegated powers and also bring recommendation
on matters beyond their mandate.
There is also an adhoc committee which meets as and when the need arises,
known as the Consultative Forum. This is a forum convened to disseminate information
and/or sharing on development issues at the Sub District level. This Committee
does not enjoy any statutory powers as the other Committees do.
